PLANNING & ZONING COMMITTEE

a.)       Ordinance 2005-09: Amendments to the 2000 DeKalb County Zoning Ordinance.  Request of DeKalb County for Zoning Ordinance update Text Amendments, Petition DC-04-32 Committee Action: Moved by Ms. Vary, seconded by Mr. Vince Faivre, and it was carried unanimously to approve the zoning text changes and to forward them to the full board for approval.

b.)       Ordinance 2005-10: St. John’s Lutheran Church Special Use Permit.  Request of Evangelical Lutheran Church of St. John for approval of a new church on a 15-acre parcel located at the northwest corner of Brickville and Motel Roads in Sycamore Township, Petition SY-05-04.  Committee Action: Moved by Mrs. Allen, seconded by Mr. Slack, and it was carried unanimously to approve the Special Use Permit Request, with conditions, and to forward it on to the full board for approval.

c.)       Resolution #2005-29: Annual Landfill License Renewal.  Request of Waste Management West for renewal of the annual license to operate the DeKalb County Landfill on Somonauk Road in Cortland Township.  Committee Action: Moved by Mrs. Allen, seconded by Mrs. Dubin, and it was carried unanimously to approve the request for granting the annual landfill license and to forward it to the full board for approval.

d.)       Resolution #R2005-30: Adoption of the 10-Year Update to the DeKalb County Solid Waste Management Plan.  Request of the DeKalb County Health Department for approval and adoption of the 10-Year plan, with a review every five years, of the Solid Waste Management Plan, and to forward it to the full board for approval. Committee Action:  Moved by Mrs. Dubin, seconded by Mrs. Allen, and it was carried unanimously to approve the updated Solid Waste Plan and to forward it to the full board for approval.

 

COUNTY HIGHWAY COMMITTEE

Resolution #R2005-31: Bid Awards for the DeKalb County Nursing & Rehab Center Walking Paths and Curb and Gutter on Peace Road.  Bids were received for the construction of walking paths at the DeKalb County Nursing & Rehab Center and the construction of a concrete median on Peace Road @ the Walgreens’ in/out, just south of Peace Road.  The bid for the walking paths was awarded to the lowest bidder meeting specifications, Curran Contracting Company, of DeKalb, Illinois for $32,934.80.  The bid for the median installation was awarded to the lowest bidder meeting specifications, Landmark Contractors of Huntley, Illinois for $12,512.00.  Committee Action: Moved by Ms. Fauci, seconded by Mr. Faivre, and it was carried unanimously to forward the proposed resolution to the full board for approval.

 

LAW AND JUSTICE COMMITTEE

Resolution #R2005-32: Intergovernmental Agreement Between Kane County, Illinois and DeKalb County, Illinois, for the Juvenile Detention Center.  To share juvenile detention facilities in Kane County.  Committee Action:  Moved by Mr. Steimel, seconded by Ms. LaVigne, and it was carried unanimously to forward this recommendation to the full board for approval.

 

HEALTH AND HUMAN SERVICES COMMITTEE

Resolution  #R2005-33: Annual Senior Services Tax Levy Awards.  Committee Action:  Moved by Ms. Allen, seconded by Ms. Tobias, and it was carried unanimously to allocate funds to the following agencies: $2,500.00 to Barb City Manor; $25,000 to the DeKalb County Public Health Department; $2,000.00 to the DeKalb County Hospice; $18,000.00 to Elderly Care Case Management Program; $15,000.00 to Elderly Care Elder Abuse Neglect Program; $122,000 to Family Services Agency; $30,000.00 to Fox Valley Older Adults; $15,000.00 to Opportunity House; $67,500.00 to Voluntary Action Center – Transportation; $80,000.00 to Meals on Wheels, and to forward this recommendation to the full board for approval.

EXECUTIVE COMMITTEE

Resolution #R2005-34:  Collective Bargaining Agreement with AFSCME Local 3537.  Committee Action:  Moved by Mr. Van Buer, seconded by Ms. Fauci, and it was carried unanimously to forward the recommendation to the full board for approval.
