Ordinance
#2005-18: Jonamac Orchard, Inc., Special Use Permit Request. For approval of
a large-scale agri-entertainment use on property located on the east side of
Shabbona Road in Malta Township, Petition MA-05-10.
Committee
Action: Moved by Ms. Vary, seconded by Mrs. Allen, and it was carried
unanimously to approve the Special Use with conditions and to forward it to the
full board for approval.
COUNTY HIGHWAY COMMITTEE
a.)
Resolution #R2005-50: Bid Award for a Hip Roof. To award a bid to
Mike Long Construction of Waterman, Illinois,
in the amount of $46,500.00 for the construction of a hip roof for the DeKalb
County Highway Department Salt Storage facility. Committee Action:
Moved by Mr. Faivre, seconded by Ms. Fauci, and it was carried unanimously to
forward the proposed resolution to the full board for approval.

Resolution #R2005-51: Truck Access Route Program. To authorize
the Chairman of the Board to execute an
appropriate Truck Access Route Program (TARP) Agreement with the State of
Illinois for the upgrading and resurfacing of Peace Road to an 80,000 pound
route from Illinois Route 23 northerly to just south of Illinois Route 64. Said
improvements estimated to cost $1,740,000.00 with the local share to be
$1,490,000.00; Section 03-00203-00-WR. Committee Action: Moved by Mr.
Faivre, seconded by Mr. Anderson, and it was carried unanimously to forward the
proposed resolution to the full board for approval and authorizing the County
Board Chairman to execute the TARP agreement.
c.)
Resolution #R2005-52: To Classify Peace Road from Illinois Route 23 North to
Just South of Illinois Route 64 as a Class II Truck Route Upon Completion of the
Improvements under Section 03-00203-00-WR. Committee Action: Moved by Mr.
Anderson, seconded by Ms. Fauci, and it was carried unanimously to forward the
proposed resolution to the full board for approval.

#R2005-46: Establishment of a Children’s Waiting Room Fee. Authorizing the
implementation of a Fee for the purposes of establishing and operating a
Children’s Waiting Room in the DeKalb County Courthouse.

Action: Moved by Ms. LaVigne, seconded by Ms. Vary and it was carried
unanimously to forward the resolution to the full board for approval.

a.) Resolution #R2005-48: Intergovernmental
Agreement with the City of Sycamore regarding Peace Road. To revise the
Memorandum of Agreement between the County of DeKalb and the City of Sycamore,
Illinois, to include the addition of one-half intersection on the west side of
Peace Road approximately halfway between the intersection of Peace Road and
State Route 23 on the south and Sarah Drive on the north. Committee
Action: Moved by Ms. Leifheit, seconded
by Ms. LaVigne, and it was carried to forward the resolution to the full board
for approval with a positive recommendation. Mr. Sands, Mr. Metzger and Ms.
Fauci voted no. Motion passed.

Action from the County Highway Committee on the Resolution: Mr. Osborne made a
motion to forward the proposed resolution with a favorable recommendation to the
full County Board granting an additional one half-access point to Peace Road
between Sarah Drive and Illinois Route 23. Roll call vote was requested by Mr.
Anderson: Mr. Anderson-No, Vice-Chairman Faivre-No, Ms. Fauci-No, Mr.
Gudmunson-No, Chair LaVigne-Yes, Mr. Osborne-Yes, Board Chair Tobias –Yes, Mr.
Whelan-No. Motion to forward the resolution with a positive recommendation
failed by a vote of 5 to 3.
