Ordinance #2005-14: Gavin Special Use Request. To allow the operation
of an auction business in and immediately adjacent to existing agricultural
buildings that are no longer used for agriculture, on a parcel consisting of
1.65-acre property located at 16746 Chicago Road and an adjoining 6.33 acres of
the of the surrounding farm, all in Sandwich Township. Committee Action:
Moved by Ms. Allen, seconded by Mr. Lyle, and it was carried unanimously to
forward the recommendation to the full board for approval.
b.)
Ordinance #2005-15: Leffleman Use Variation Request. To allow the
construction of one single-family home on a vacant 0.75 acre parcel located on
the north side of Harter Road, approximately 565 feet west of East County Line
Road, in Pierce Township. Committee Action: Moved by Mr. Faivre,
seconded by Ms. Dubin, and it was carried unanimously to forward the
recommendation to the full board for approval.
c.)
Ordinance #2005-16: Amending the DeKalb County L.E.S.A. System. To
amend the Land Evaluation and Site Assessment (L.E.S.A.) system in accordance
with the directions of Soil Conservation Service of the U.S. Department of
Agriculture, as a tool designed to evaluate the viability of property for
agricultural. Committee Action: Moved by Ms. Dubin, seconded by Mr.
Lyle, and it was carried unanimously to forward the recommendation to the full
board for approval.
d.)
Ordinance #2005-17: Stormwater Regulations Amendments. Amending
Chapter 30 of the DeKalb County Code regarding grading, drainage, flood control
and site development permit regulations, and Chapter 62, The Subdivision
Regulations. Committee Action: Moved by Mr. Faivre, seconded by Ms.
Allen, and it was carried unanimously to forward the recommendation to the full
board for approval.

EXECUTIVE COMMITTEE
a.)
Resolution #R2005-48: Intergovernmental Agreement with the City of
Sycamore – Peace Road. To revise the Memorandum of Agreement between the
County of DeKalb and the City of Sycamore, Illinois, to include the addition of
one-half intersection on the west side of Peace Road approximately halfway
between the intersection of Peace Road and State Route 23 on the south and Sarah
Drive on the north.
Moved by Ms.
Leifheit, seconded by Ms. LaVigne, and it was carried to forward the resolution
to the full board for approval with a positive recommendation. Mr. Sands, Mr.
Metzger and Ms. Fauci voted no. Motion passed.
The Board Chairman, in
agreement with the City of Sycamore, has referred this item to the County
Highway Committee for review at their August 4, 2005 meeting. It will be sent
to the County Board following that review. The City has indicated that the
delay will not cause harm to the proposed project and welcomes the additional
review of the technical merits of this project.
b.)
Resolution #R2005-49: Precinct Line Changes. To change the
realignment of precinct boundaries to balance to the extent possible, the number
of registered voters residing in said precincts.
Moved by Mr.
Steimel, seconded by Ms. Fauci, and it was carried unanimously to forward the
resolution to the full board for their approval with a positive recommendation.
