Resolution #R2006-45: 3M Tax Abatement. To
authorize the tax abatement
incentive
program for 3M within the City of DeKalb and the County of DeKalb. That the
abatements are limited to this specific project for a term of not to exceed five
years following completion and occupancy of the structure and are limited to 90%
of the taxes in the first full year; 80% of the taxes in the second full tax
year; 70% of the taxes in the third full tax year, 60% of the taxes in the
fourth full tax year; and 50% of the taxes in the fifth full tax year.
Committee Action: Moved by Mr. Slack, seconded by Mr. Metzger, Sr., and it was
carried unanimously to forward the recommendation on 3M to the full board for
approval.

Resolution #R2006-46: Panduit Tax Abatement: To authorize the tax
abatement
incentive
program for Panduit within the City of DeKalb and the County of DeKalb. That the
abatements are limited to this specific project for a term of not to exceed five
years following completion and occupancy of the structure and are limited to 90%
of the taxes in the first full year; 80% of the taxes in the second full tax
year; 70% of the taxes in the third full tax year, 60% of the taxes in the
fourth full tax year; and 50% of the taxes in the fifth full tax year.

was carried to forward this recommendation to the full board for approval.
Those voting yes were Ms. Fullerton, Mr. Augsburger and Mr. Metzger, Sr., Those
voting no were Mr. Slack and Ms. DeFauw. Motion passed.

Resolution #R2006-47: Bidder’s Preference Policy. The DeKalb County
Board
establishes a
public policy of giving preference to DeKalb County bidders in all instances
that the prices and quality of goods and services are equal.

Resolution
#R2006-48: Establishment of Drug Court Fees. To allow the DeKalb County
Circuit Clerk to collect a mandatory fee of $5.00 from all defendants upon a
judgment of guilty or a grant of supervision for a violation of the Illinois
Vehicle Code or a violation of a similar provision contained in a county or
municipal ordinance committed in DeKalb County, Illinois, per Illinois State Law
(55ILCS 5/5-1101) and that all funds collected shall be deposited in a fund to
be appropriated annually by the DeKalb County Board for the exclusive purpose of
operating and administering the DeKalb County Drug Court.

bidder, Anderson Rock River Ford, Inc., Rockford, Illinois.
