Resolution
#R2009-06: Intergovernmental Agreement For Stop Ahead Signs. To enter into
an Intergovernmental Agreement with the State of Illinois to run for 20 years to
allow the State of Illinois to erect and maintain stop ahead signs on County and
Road District Roadways that have stop signs stopping traffic for a State
Highway. This agreement is at no cost to the County or Road Districts.
Committee Action: Moved by Mr. Gudmunson, seconded by Vice-Chair Ausgburger,
and it was carried unanimously to forward this recommendation to the full board
for approval.

Resolution
#R2009-07: Truck Access Route Program (TARP) Agreement. The State of
Illinois has approved funding to assist the County of DeKalb in designating
1.022 miles of Somonauk Road from Illinois Route 38 south to the Landfill as an
80,000-pound truck route. The cost to the County for this project is estimated
to be $201,393.00. In order to secure the State’s funding for this project
estimated at $65,100.00, a TARP Agreement must be executed by the County and the
State. Committee Action: Moved by Mr. Emerson, seconded by Mr.
Gudmunson, and it was carried to forward this recommendation to the full board
for approval.

Resolution
#R2009-08: Designating a Class II Truck Route. When the State of Illinois
provides counties with funding from the TARP program, that segment of roadway
where the funding was used is required to be designated as a Truck Route. This
designation allows trucks to operate with a weight of up to 80,000 pounds and a
width of eight feet six inches. Therefore, this resolution will designate
SomonaukRoad from Illinois Route 38 south for 1.022 miles as a Class II Truck
Route.

Resolution
#R2009-03: Property Tax Abatement. A portion of the $973,060 property tax
levy for the 2008 Tax Year, which was levied for the lease agreement for the
retirement of the debt on the 2005 Health Facility Re-Financing Bond Issue, is
hereby abated in the amount of $498,060, and that a certified copy of this
resolution be filed with the DeKalb County Clerk within fifteen days.
Committee Action: Moved by Mr. Stoddard, seconded by Mr. Todd, and it was
carried unanimously to forward this recommendation to the full board for
approval.
b.)
Resolution
#R2009-04: Delinquent Property Tax Sale. To authorize the Chairman of the
DeKalb County Board to execute a deed of conveyance of the County’s interest or
authorized the cancellation of the appropriate Certificate of Purchase, as the
case may be (parcel #15-14-185-014), for the sum of $0.00 to be paid to the
Treasurer of DeKalb County, Illinois, to be disbursed according to law.
Committee Action: Moved by Mr. Andersen, seconded by Mr. Stuckert, and it was
carried unanimously to forward this recommendation to the full board for
approval.

#R2009-05: Facilities Management Director Appointment. To fill the
Facilities Management Director position vacancy with Mr. James E. Scheffers,
effective immediately. Committee Action: Moved by Mr. Hulseberg,

Resolution #R2009-01: Bid Award for the
Afton Wetland Restoration
Project. To award the bid for the Afton Wetland Restoration Project- Phase 3,
to J.R. Dashney Inc. of Kirkland, Illinois for $19,520.00, to perform the
wetland excavation and construction per specifications at Afton Forest
Preserve. Committee Action: Moved by Mr. Augsburger, seconded by Jr.
Anderson, and it was carried unanimously to the full forest preserve
commissioners for approval.
