NOTICE TO TAXPAYERS
The following publication is a list of all
parcels within the following Townships in DeKalb County that have had individual
assessment changes. Notices will be mailed to owners of property that have been
reassessed. If the property was not reassessed and received only a township
multiplier, no notification will be mailed nor published. Each township
heading contains the township multiplier (equalization factor) that has been
applied to all applicable parcels. Owners of those parcels not listed in the
publication can calculate their 2009 assessment by multiplying the factor for
their township times their 2008 assessment.
By law, all non-farm land and non-farm buildings
are to be assessed at one-third of market value as of January 1, 2009.
The current assessments reflect the value of properties using a three year
(2006, 2007, and 2008) average of sales in a particular area. They may not be
indicative of the current market for 2009. Assessments are always reflective of
the past--whether the current real estate market is moving up or down.
All farmland is assessed according to its
productivity using a formula that includes soil type, crop yields, cost of
production, market price of crops, and the Federal Land Bank mortgage rate.
Farmland assessments increased by 10% this year throughout the entire state of
Illinois. All farmland assessments are calculated by the Chief County Assessment
Office with figures received from the Department of Revenue. The equalization
factor is not applied to farmland and farm buildings. Farm buildings are
assessed according to their contribution to the productivity of the farm.
The assessed value of an individual property
determines what portion of the tax burden a specific taxpayer will assume. The
individual’s portion of tax responsibility is not changed by the
equalization factor/multiplier.
An equalization factor/multiplier does not mean
that total property tax bills will increase or decrease. The amount of a tax
bill is determined by local taxing bodies and the amount of money requested by
the taxing body to provide services to local citizens. If the amount requested
by a taxing body is not greater than the amount received the prior year, then
total tax bills will not increase even if assessments have only increased due to
an equalization factor.
If you feel your assessment
is not fair and equitable, contact your township
assessor.
