NOTICE TO TAXPAYERS
The following publication is a list of all parcels within the following Townships in DeKalb County. Notices will be mailed to owners of property that have been reassessed. If the property was not reassessed and received only a township multiplier, no notification will be mailed. All farmland values increased ten percent throughout DeKalb County. They will be published this year, but no notices will be mailed if that is the only change in value for a farm property. Each township heading contains the township multiplier (equalization factor) that has been applied to all applicable parcels.
By law, all non-farm land and non-farm buildings are to be assessed as of January 1, 2011. Assessments of property, other than farmland and coal are required by law to be assessed at 33 1/3% of fair market value. The current assessments reflect the value of properties as of January 1st using a three year (2008, 2009, and 2010) average of sales in a particular area. They may not be indicative of the current market for 2011. Assessments are always reflective of the past--whether the current real estate market is moving up or down.
All farmland is assessed according to its productivity using a formula that includes soil type, crop yields, cost of production, market price of crops, and the Federal Land Bank mortgage rate. Farmland assessments increased by 10% this year throughout the entire state of Illinois. All farmland assessments are calculated by the Chief County Assessment Office with figures received from the Department of Revenue. The equalization factor is not applied to farmland and farm buildings. Farm buildings are assessed according to their contribution to the productivity of the farm.
The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. The individual’s portion of tax responsibility is not changed by the equalization factor/multiplier.
An equalization factor/multiplier does not mean that total property tax bills will increase or decrease. The amount of a tax bill is determined by local taxing bodies and the amount of money requested by the taxing body to provide services to local citizens. If the amount requested by a taxing body is not greater than the amount received the prior year, then total tax bills will not increase if equalization is the only assessment change. If you feel your assessment is not fair and equitable, contact your township assessor. His/her name and phone number are on the assessment notice or listed in the newspaper or below in the preamble. If you have further questions or wish to file a complaint with the DeKalb County Board of Review, contact the Chief County Assessment Office at 815-895-7120. Assessment information and complaint forms are available at the County Assessment Office and on DeKalb County’s website at www.dekalbcounty.org. All complaints must be filed within 30 days of the date of this publication.
