The meeting was
held at the DeKalb County Health Department building Multi-Purpose Room, Right
Side. Mary Ramp called the meeting to order at 9:05 a.m.
FEMA PHASE XXVI
ALLOCATIONS: Introductions were made. Mary Ramp explained the purpose of
the meeting and the make up of the board members. Mary Ramp stated the award
for DeKalb County is $52,672. This is an increase of $508 from last year’s
allocation. All recipients from Phase XXVI applied for funding again this
year. St. Vincent de Paul, DeKalb was not awarded a grant last year but has
applied again for this year. A discussion followed regarding possible funding
opportunities for the applicants. A question was raised regarding Northern
Illinois Food Bank’s request. The Board discussed the issue of giving a large
allocation to NIFB to provide food to all food pantries in DeKalb County or to
fund the Food Pantries and give them the choice to use the funds as they see
fit. It was decided to give the funds to the food pantries and less to NIFB.
NIFB award is used to provide food for those food pantries not receiving FEMA/EFSP
funds. The Board discussed the application from St. Vincent de Paul, DeKalb.
They requested funds for the purchase of food, emergency motel vouchers, rent
and utilities, and gasoline cards. Unfortunately Emergency Food and Shelter
funds cannot be used to purchase gasoline cards and the other services duplicate
already existing services. The Board decided not to fund St. Vincent de Paul,
DeKalb at this time.
The board discussed
giving Hope Haven, DeKalb Area Food Pantry, Our Sharing Pantry, and DeKalb
County Community Services $150 more than last year’s allocation, with all other
agencies being level funded. After much deliberation, Melissa Garman made a
motion, seconded by Joe Gastiger to allocate the funds as follows: Our Sharing
Pantry; $950, FOOD/Meals on Wheels; $8,000, The Salvation Army; $10,950, Safe
Passage; $4,200, DeKalb Area Food Pantry; $5,950, DeKalb County Community
Services; $672 for administration and $8800 for rent and utilities, St. Vincent
de Paul, DeKalb; $0, Kirkland Food Pantry; $500, Neighbors In Christ Ecumenical;
$800, Hope Haven; $10,150, Northern Illinois Food Bank; $900, and Hinckley Area
Food Pantry; $800. Motion carried (see chart).
The board then
reviewed the minutes of the August 9, 2007 meeting. Melissa Garman made a
motion to approve the minutes as presented, seconded by Dawn Littlefield, motion
carried.
Mary Ramp advised
that notices of the awards and an appeal letter would be sent out to each agency
that applied for funds. If an agency appeals, then the EFSP board will need to
meet within the designated time frame to discuss the appeal.
Having no further business Dawn Littlefield made
a motion to adjourn the meeting, seconded by Mary Supple. The motion carried.
The next scheduled meeting is scheduled for August 14. The meeting was
adjourned at 9:45 a.m.
