         FY 2009 BUDGET

 

INSTRUCTIONS FOR DEPARTMENTS

 

 

 

1.         Forms are due by Friday, August 1, 2008.    We encourage you to file your budget request electronically by emailing them to Cris Woodin at   cwoodin@dekalbcounty.org     If you need help with how to use the electronic forms or how to submit them, please call Cris in the Finance Office at 895-7128.

 

2.         Please round all budget line items, up or down, to nearest $100.  You=re getting better at this rounding thing, but a little work is still needed!!

 

3.         Form neatness?    All forms submitted are copied and shared with the County Board so the more legible they are, the better.  The first preference is to submit the forms electronically.  The second would be to type the forms, except Form B, which, if not done electronically, will be entered in the computer by the Finance Office.  Writing, albeit neatly, is the last preference, but certainly acceptable.

 

4.         To help you with some basic information in preparing your budget, two AQuick Guides@ have been included -- one for APrices@ and one covering ABig Number@ items.

 

5.         As technology continues to influence how we do business, a ATechnology Standards Guide@ has been included.  The intent is to help you determine where your office should be in regards to technology.  Various standards are also outlined should you desire to be a part of the main network which provides internet and email access.  You are strongly encouraged to use ATier One@ hardware and software.    A five-year life cycle for a desk-top computer is the target.  (This five year cycle is a change from prior years.)

 

6.         Please don=t calculate salary amounts unless you are the Rehab & Nursing Center, Health Department, Mental Health, or Forest Preserve.  If you are requesting a new position or an upgrade to a position, the salary amounts should still be left the same.  If you use Form F to request an increase in overtime dollars (that is, above the normal cost-of-living increase), the salary amounts on Form B should still be left the same.  However, requested position changes and overtime changes should be reflected on your Form A summary.   If your requests are approved in the Administrative recommendation, the salaries (from Form B) will be adjusted at that time.

 

7.         Equipment Budgets (accounts 7000-7999) need to have the items to be purchased on Form G.   You may wish to use the AQuick Price Guide@ and the ATechnology Standards Guide@ for assistance.  If you exceed the standard pricing, please include a reason why that is necessary.

 

8.         Commodities & Services line items (accounts 8000 through 9999) should not increase more than the cost-of-living-adjustment, which is 4.1%, unless you provide additional justification on Form H.

 

9.         Requests for new positions and/or upgraded classifications will be reviewed from two different perspectives.  First, does the County want the change.  If the answer to the first question is Ayes@, then the amount of the cost of the request will be reviewed.

 

10.       You don=t need to submit any forms where you are not providing information.

 

11.       The Administrative Recommendation on the budget by the County Administrator and Deputy County Administrator will be on the first Wednesday of September to the Finance Committee.  Any recommendations that you do not agree with, may be appealed by using Form P.  Appeals are due by Monday, September 22, 2008.

 

12.       County Board Committee reviews will be during the last week of September and the entire month of October.  While the budget process is geared for concentrating reviews to items that have been appealed, Board members are certainly welcome to ask questions in any areas of interest to them.

 

13.          Forms are due by Friday, August 1, 2008.
