I. CALL TO ORDER
The meeting was called to
order by Ms. Luxton at 7:40 pm.
II. AGENDA
The agenda was approved by
consensus.
III. MINUTES
Mr. Krogman moved to accept the October 15, 2007 minutes as
presented; seconded by Mr. Dubin. The motion passed unanimously on a voice
vote.
Ms. Dubin moved to accept the November27, 2007 minutes as
presented; seconded by Mr. Krogman. The motion passed unanimously on a voice
vote.
IV. DIRECTOR’S REPORT
Ms. Carney raised the issue
of the possibility of funding being made available for gambling addictions
treatment through the Potawatomi Tribe and DeKalb County Intergovernmental
Agreement. The Finance Committee agreed with the Executive Committee’s position
that $15,000 the first year and $5,000 each year thereafter is not adequate for
treatment costs, but could be utilized for staff training for addictions
treatment and community education. The Committee will make that recommendation
to the Board at the next
meeting. Ms. Dubin will be present at the Intergovernmental Agreement County
Board workshop and will present the Board’s position. Ms. Carney will also
attend.
V. GORDON CENTER HVAC
SAVING PLAN
Ms. Carney requested that this item be tabled until the Board Office received
information from the Gordon Center on their fiscal year 2007 capital
expenditures for the building.
VI. HIGH-RISK ADULT ACCESS TO COUNSELING PERFORMANCE
IMPROVEMENT PLAN
Ms. Carney presented a request for $15,000 to fund inter-agency referrals for
counseling. The plan was developed in collaboration with Hope Haven, Safe
Passage, DeKalb County Hospice, DeKalb County Home Care, Kishwaukee Hospital,
the Family Service Agency, and the Ben Gordon Center. The purpose is two-fold:
to increase timely access to counseling services for persons who are high-risk
and in the mental health/social services system, and to measure the number and
mental health needs of clients who enter the system in these agencies.
Family Service Agency and the Ben Gordon Center have agreed to give these
clients priority appointments, and the Ben Gordon Center has agreed to set-aside
any past due balances of these clients in order for them to receive services in
a timely fashion. The plan is for a 6-month period and will be evaluated at 3
and 6 months. It is not designed as a permanent program. The data obtained
will be utilized in the Board’s community assessment.
VII. MENTAL ILLNESS AND CRIMINAL JUSTICE TASKFORCE
Ms. Carney presented information about the continuum of care for persons with
mental illness who encounter the criminal justice system. After discussion, it
was decided to table the discussion.
