The Executive Committee of the DeKalb County
Board met on Tuesday, October 10, 2006 at 7:00p.m. at the Administration
Building’s Conference Room East. Chairman Ruth Anne Tobias called the meeting
to order. Members present were Jeff Whelan, Julia Fullerton, Sue Leifheit,
Dennis Sands, Julia Fauci, Roger Steimel, Pat LaVigne and Robert Rosemier.
Others present were Ray Bockman, Jerry Augsburger, Eileen Dubin, Diane Strand,
Greg Millburg, Ron Matekaitis, John Farrell, Paulette Tolene, Jeff Metzger, Sr.,
Steve Kuhn, Larry Anderson, Anita Turner, Steve Slack and Rich Osborne.
APPROVAL OF THE MINUTES
Moved by Mr. Whelan, seconded by Ms. LaVigne,
and it was carried unanimously to approve the minutes from September 2006.
APPROVAL OF THE AGENDA
Moved by Ms. LaVigne, seconded by Mr. Sands,
and it was carried unanimously to approve the agenda.
EXECUTIVE SESSION: LITIGATION
Moved by Ms. Fullerton, seconded by Ms.
LaVigne, and it was carried unanimously by a roll call vote to move into closed
session @ 7:04p.m. to discuss litigation.
Moved by Ms. Leifheit, seconded by Mr. Sands,
and it was carried unanimously by a roll call vote to move into open session at
8:30p.m.
APPOINTMENTS:
Sheriff’s Merit Commission:
Mr. Gene Lane, reappointment for a term of 5 years, until 11/30/2011.
Mr. Todd Walker, to fill the unexpired term of
Mr. Charles Kross, until November 30, 2010.
Housing Authority of the County
Of DeKalb:
Mr. Ronald Bemis, reappointment for a term of 5 years, until November 1, 2011.
South Grove Cemetery Association
Mr. David Yakey, JR
Mr. Olle Larson
Mr. Theodore A. Driscoll
All reappointments for a term of 6
years, until 11/30/2012.
911 Emergency Telephone Board:
Mr. Robert Rosemier, reappointment for at term of 2 years, until 11/30/2008.
Moved by Ms. Fullerton, seconded by Ms. Fauci,
and it was carried unanimously to approve the appointments as presented and to
forward them to the full board for approval.
Appointments expiring for November 2006 are:
Workforce Investment Act Board – 2 positions
DeKalb County Cooperative Extension Board – 3
positions
Metropolitan Exposition Authority – 1 position
DeKalb County Public Building Commission – 1

APPROVAL OF THE COUNTY BOARD AGENDA
Mr. Ray Bockman, County Administrator, reviewed
the county board agenda for the board meeting to be held on October 18, 2006.
Moved by Ms. Leifheit, seconded by Ms.
LaVigne, and it was carried unanimously to forward the county board agenda to
the full county board for approval.
GENERAL DISCUSSION
Mr. Whelan, Chairman of the Finance Committee,
said that they discussed the FY2007 Budget and a public hearing will be held at
the next Finance Committee meeting.
Ms. Fauci, Chairman of the Forest Preserve
Committee, they are seeking to hire a Land acquisition specialist and they are
replacing a 31-year old tractor.
Ms. Fullerton, Chairman of the Economic
Development Committee, stated that her committee discussed the budgets of the
departments that they have oversight of. They also discussed a new direction to
take the committee in with regards to alternate agriculture and organic products
that could generate tourism and economic development. At their next meeting
they will hear from the City of DeKalb regarding a tax abatement proposal.
Mr. Rosemier, Chairman of the Health and Human
Services Committee, stated that his committee heard from Mr. Herb Rubin with the
Affordable Housing Coalition. Mr. Rubin outlined various techniques used for
affordable housing. The Coalition is seeking housing that is still good quality
that teachers, firefighters, and nurses, etc., could afford.
Mr. Steimel, Chairman of the Planning and Zoning
Committee, stated that his committee is sending three items to the county board
for approval this month.
Ms. Leifheit, Chairman of the Law and Justice
Committee, said that they have not met yet. She did say that the Jail
Referendum Committee has met and that there are quite a few meetings scheduled
for them to make presentations to. They have set dates to meet with the press
on the topic also.
Ms. LaVigne, Chairman of the County Highway
Committee, said that her committee just has one item on the agenda this month
referring to Suydam Road.
ADJOURNMENT
Moved by Mr. Whelan, seconded by Mr. Sands,
and it was carried unanimously to adjourn the meeting.
