The DeKalb County Forest Preserve Commissioners met in regular session at the
Legislative Center on Wednesday, November 15, 2006. President Tobias called the
meeting to order and the Clerk called the roll. Those Commissioners present
were Mr. Whelan, Ms. Vary, Mrs. Turner, Mr. Steimel, Mr. Slack, Mr. Rosemier,
Mr. Osborne, Mr. Metzger, Mrs. Leifheit, Ms. LaVigne, Mr. Haines, Mr.
Gudmunson, Ms. Fullerton, Ms. Fauci, Mr. Faivre, Mrs. Dubin, Ms. De Fauw, Mr.
Augsburger, Mr. Anderson, Mrs. Allen and President Tobias. Those Commissioners
absent were Ms. Tolene, Mr. Sands and Mr. Lyle. Twenty-one Commissioners were
present and three Members were absent.
APPROVAL OF MINUTES
Motion
Mr. Whelan moved to approve the Minutes of the October, 2006 meeting. Mrs.
Turner seconded the motion.
Voice Vote
The President asked for a voice vote on the approval of the Minutes. All
Commissioners present voted. Motion carried unanimously.
APPROVAL OF AGENDA
Motion
Ms. Vary moved to approve the agenda and Mr. Metzger seconded the motion.
Voice Vote
The President asked for a voice vote on the approval of the Agenda. All
Commissioners present voted yea. Motion carried unanimously.
BUSINESS
Ordinance 2006 - 20: Adoption of the Property Tax Levy for FY2007
Motion
Ms. Fauci moved to approve an Ordinance of the DeKalb County Forest Preserve
District providing a Tax Levy for 2006 for the following specific purposes, and
in the following respective sums, to wit: Section 1: Salaries & Wages -
$236,000; Health & Medical Benefits - $34,000; Garbage Disposal - $6,000;
Utilities - $5,000; Telephone - $6,000; Land Acquisition - $610,000;
Environmental Education - $17,000; Park Improvements - $12,500; Supplies -
$21,000; Fuel - $20,000; Professional Services (Adult) - $4,000; Boards and
Commissions - $4,000 and Total = $975,500; Section 2; Tort - $8,000; Section 3;
IMRF - $31,000; Section 4; Social Security (F.I.C.A.) - $18,500 and Total =
$1,033,000. Section 5: That the Secretary of DeKalb County Forest Preserve
District is directed to file with the DeKalb County Clerk, a duly certified
copy of this Ordinance. Mr. Rosemier seconded the motion.

The President asked for a voice vote on the approval of the Ordinance. All
Commissioners present voted yea. Motion carried unanimously.
Ordinance 2006 - 21: Annual Appropriation for FY2007
Motion
Ms. Fauci moved to approve an Ordinance of the DeKalb County Forest Preserve
District providing an Annual Appropriation for the 2007 Fiscal year and that
the following sums, (attached to this Resolution) may be authorized by law, be
appropriated for the corporate purposes of the DeKalb County Forest Preserve
District of DeKalb County, IL., to defray all necessary expenses and
liabilities, for the period commencing December 1, 2006 and continuing through
November 30, 2007. Mrs. Turner seconded the motion.
Voice Vote
The President asked for a voice vote on the approval of the Ordinance. All
Commissioners present voted yea. Motion carried unanimously.
Resolution R2006-56: Year End Budget Transfers
Motion
Ms. Fauci moved to approve a Resolution that the DeKalb County Forest Preserve
District Commissioners approve the year end appropriations and budget transfers
as set forth on the attached page to this Resolution. Mr. Anderson seconded the
motion.
Voice Vote
The President asked for a voice vote on the approval of the Resolution. All
Commissioners present voted yea. Motion carried unanimously.
Claims
Ms. Fauci moved to approve the current months Claims in the amount of
$248,874.22 and Payroll &I Emergency Claims paid from prior month in the amount
of $47,073.68. Mrs. Leifheit seconded the motion.
Roll Call Vote
The President called for a roll call vote on the Claims. Those Commissioners
voting yea were Mr. Whelan, Ms. Vary, Mrs. Turner, Mr. Steimel, Mr. Slack, Mr.
Rosemier, Mr. Osborne, Mr. Metzger, Mrs. Leifheit, Ms. LaVigne, Mr. Haines, Mr.
Gudmunson, Ms. Fullerton, Ms. Fauci, Mr. Faivre, Mrs. Dubin, Ms. De Fauw, Mr.
Augsburger, Mr. Anderson, Mrs. Allen and President Tobias. All Commissioners
present voted yea. Motion carried unanimously.
OLD BUSINESS / NEW BUSINESS
Forest Preserve is paying off its $223,750.00 debt to the County Board for the
purchase of 1,000 acres, now known as Potawatomi Woods. The money was not
property tax money but rather funds from the Wetland Bank.
