The Administrative Services Committee of the DeKalb County Board met
Wednesday, November 6, 2002 at 7:00 p.m. at the DeKalb County Government
Legislative Center’s Gathertorium. Chairman Steimel, Ms. Conway, Mr.
Hutcheson, Ms. Leifheit, Mr. Morreale, Mr. Pritchard, Ms. Tobias, and Mr.
Wilson were present. Mr. Hoffman was absent. Also present Ms. Joan
Berkes-Hanson, Mr. Ray Bockman, Mr. Ken Campbell, Mr. Gary Hanson, and Mr.
Greg Millburg.
PUBLIC HEARING ON PROPERTY TAX LEVY FOR FY 2003
A public hearing on the property tax levy for FY 2003 was held before the
start of the regular meeting. Chairman Steimel called on the audience to
address any questions or concerns. There were none. Chairman Steimel then
closed the hearing.
PUBLIC HEARING ON PROPOSED FY 2003 BUDGET
Chairman Steimel opened the public hearing on the proposed FY 2003
budget. Chairman Steimel called on the audience to address any questions or
concerns. There were none. Chairman Steimel then closed the hearing.
APPROVAL OF MINUTES
Chairman Steimel called the meeting to order. Ms. Leifheit
moved, seconded by Mr. Morreale to accept the minutes of the October 2,
2002. Motion carried unanimously by a voice vote.
APPROVAL OF AGENDA
Ms. Tobias moved, seconded by Mr. Wilson to approve the agenda. The
agenda was amended to include Year End Transfers. Motion carried
unanimously by a voice vote.
FINAL BUDGET MARK-UP AND RECOMMENDATION TO COUNTY BOARD
Chairman Steimel offered for discussion the final budget mark-up. Mr.
Hanson stated the budget issues had been resolved in prior meetings and only
the health insurance premium cost is left to be determined. He stated that
it would not be done before the budget is passed, but that the budget allows
for the worst case scenario.
Mr. Hutcheson moved, seconded by Ms. Leifheit to recommend the FY 2003
Budget be approved and sent to the full County Board. Motion carried
unanimously by a voice vote.
ABATEMENT OF ENTIRE BALANCE OF THE 1995 BOND ISSUE TAX LEVY
Mr. Hanson distributed a resolution (and is on file and attached to
the minutes as Appendage (1). Because the 2002 bond issue re-financed the
remaining amounts owed on the 1995 issue, the tax levy for 1995 can now be
abated.
Mr. Morreale moved, seconded by Mr. Wilson to abate the entire
balance of the 1995 bond issue tax levy. Motion carried unanimously by a
voice vote.
YEAR END TRANSFERS
Mr. Hanson stated that the year end transfer is an annual task that
needs to be done to clean up the budget. He requested a meeting to complete
the task at 7:00 p.m. before the County Board meeting on November 20, 2002
in the Legislative Center’s Freedom Conference Room. It was agreed to meet
and then to forward the resolution to the County Board.

Mr. Hutcheson moved, seconded by Mr. Morreale to adjourn at 7:15 p.m.
Motion carried unanimously by a voice vote.
