The DeKalb County Forest Preserve Commissioners met at the Legislative Center on Wednesday, November 20, 2002. President Pritchard called the meeting to order and the Secretary called the roll. Those Commissioners present were Mr. Wilson, Mrs. Tobias, Mr. Steimel, Mr. Smith, Mr. Simonson, Mr. Sands, Mr. Morreale, Mr. Metzger, Mr. McLaughlin, Mr. Lyle, Mrs. Leifheit, Ms. LaVigne, Mr. Hutcheson, Mr. Hoffman, Mr. Haines, Mrs. Dubin, Mr. Dlabal, Dr. Conway, Mrs. Casella, Mr. Barr, Mrs. Allen and President Pritchard. Those Commissioners absent were Mr. Guehler and Mr. Brown. Twenty-two Commissioners were present and two Commissioners were absent. APPROVAL OF MINUTES Motion Mr. Dlabal moved to approve the Minutes of the October 16, 2002 meeting. Mrs. Casella seconded the motion. Voice Vote The President asked for a voice vote on the approval of the Minutes. All Commissioners present voted yea. Motion carried unanimously. APPROVAL OF AGENDA Motion Mr. Haines moved to approve the agenda and Mr. Simonson seconded the motion. Voice Vote The President asked for a voice vote on the approval of the Agenda. All Commissioners voted yea. Motion carried unanimously. BUSINESS Ordinance #2002-21: Forest Preserve Tax Levy for FY2003 Motion Mr. Morreale moved to approve the FY2003 Tax levy for the Forest Preserve. Mr. Haines seconded the motion. Roll Call Vote The President called for a roll call vote on the Ordinance. Those Commissioners voting yea were Mr. Wilson, Mrs. Tobias, Mr. Steimel, Mr. Smith, Mr. Simonson, Mr. Sands, Mr. Morreale, Mr. Metzger, Mr. McLaughlin, Mr. Lyle, Mrs. Leifheit, Ms. LaVigne, Mr. Hutcheson, Mr. Hoffman, Mr. Haines, Mrs. Dubin, Mr. Dlabal, Dr. Conway, Mrs. Casella, Mr. Barr, Mrs. Allen and President Pritchard. All Commissioners present voted yea. Motion carried unanimously.
Ordinance 2002-22: Forest Preserve Annual Appropriation for FY2003 Motion Mr. Morreale moved to approve the FY2003 Annual Appropriation Ordinance. Mr. Simonson seconded the motion. Roll Call Vote The President called for a roll call vote on the Ordinance. Those Commissioners voting yea were Mr. Wilson, Mrs. Tobias, Mr. Steimel, Mr. Smith, Mr. Simonson, Mr. Sands, Mr. Morreale, Mr. Metzger, Mr. McLaughlin, Mr. Lyle, Mrs. Leifheit, Ms. LaVigne, Mr. Hutcheson, Mr. Hoffman, Mr. Haines, Mrs. Dubin, Mr. Dlabal, Dr. Conway, Mrs. Casella, Mr. Barr, Mrs. Allen and President Pritchard. All Commissioners present voted yea. Motion carried unanimously. Resolution 2002-78: FY2002 Year-End Budget Transfers Motion Mr. Morreale moved to approve the FY2002 Year-end Budget Transfers for the Forest Preserve District. Mr. Dlabal seconded the motion. Roll Call Vote The President called for a roll call vote on the Resolution. Those Commissioners voting yea were Mr. Wilson, Mrs. Tobias, Mr. Steimel, Mr. Smith, Mr. Simonson, Mr. Sands, Mr. Morreale, Mr. Metzger, Mr. McLaughlin, Mr. Lyle, Mrs. Leifheit, Ms. LaVigne, Mr. Hutcheson, Mr. Hoffman, Mr. Haines, Mrs. Dubin, Mr. Dlabal, Dr. Conway, Mrs. Casella, Mr. Barr, Mrs. Allen and President Pritchard. All Commissioners present voted yea. Motion carried unanimously. Claims Mr. Morreale moved to approve the current months Claims in the amount if $7,817.93 and Payroll & Emergency Claims paid from prior month in the amount of $21,272.16. Mr. Metzger seconded the motion. Roll Call Vote The President called for a roll call vote on the Claims. Those Commissioners voting yea were Mr. Wilson, Mrs. Tobias, Mr. Steimel, Mr. Smith, Mr. Simonson, Mr. Sands, Mr. Morreale, Mr. Metzger, Mr. McLaughlin, Mr. Lyle, Mrs. Leifheit, Ms. LaVigne, Mr. Hutcheson, Mr. Hoffman, Mr. Haines, Mrs. Dubin, Mr. Dlabal, Dr. Conway, Mrs. Casella, Mr. Barr, Mrs. Allen and President Pritchard. All Commissioners present voted yea. Motion carried unanimously. OLD BUSINESS / NEW BUSINESS Under old business, Mr. Morreale thanked many who helped him during his term in office including Gene Sparrow and Mrs. Morreale. Under new business, Mr. Morreale introduced Mr. Jerry Paulson, Director of the Natural Land Institute, who presented a check for $150.000.00 to DeKalb County Forest Preserve District to help with the acquisition of the property in Franklin Township. ADJOURNMENT Motion Mr. Morreale moved to adjourn the meeting. Mr. Dlabal seconded the motion. Voice Vote The President called for a voice vote on the motion to adjourn. All Commissioners present voted yea. Motion carried unanimously.
