The meeting was called to order by Crain at 7:00 am. A quorum was present.
Management Report – Quality Improvement, Corporate Compliance
Michele Green reviewed the quarterly QI indicators and findings. Extended discussion regarding UTIs ensued with there being ample evidence that the clinical protocols implemented to reduce UTI experience and improve Bowel & Bladder outcomes are having a positive effect. In regard to the high scores for pressure scores, Michele will revisit the data and provide a written analysis at the next meeting.
Physician billing issues are resolving rapidly. We are continuing to follow the compliance work plan and are making steady progress in all areas except chart audits. Resident satisfaction this quarter was excellent.
HIPAA compliance continues. With the transaction and code sets, we are, to a great extent, dependent upon our vendors. Our goal remains being certified as HIPAA-compliant by April of 2003.
Management Report – Operations
Scavotto reviewed the December financials as well as the November year-end
performance. All revenue and expense factors were within normal limits. There is
the distinct possibility that we will experience significant reductions in
government reimbursement. In the Medicare program, increases granted last year
are about to expire and, if they are not continued, may represent lost revenue
amounting to $180-$200k. In the Medicaid program, reductions through the
newly-initiated IOC program (Inspection of Care) are certain to reduce Medicaid
revenues; the exact extent is unknown. Staff is continuing to monitor the
development of the IOC program, last used by Illinois in 1993. The effect of the
IOC program on DCRNC will be the extensive documentation; we anticipate that the
outcome will be lower revenues with no trade-off in expense.
Scavotto reviewed the township situation and reviewed the township meeting of
January 22.
