In order to do so, the County Board must first request from the State authority to do so.  This resolution accomplishes this requirement.  The County will use approximately 65% MFT funds and 35% Matching Tax funds to cover the cost. Therefore, the amount requested to be authorized for this project is $110,975.00.

Lease Agreement Between the County of DeKalb and the DeKalb County Supportive Living Facility.  To lease the county land in question for the DeKalb County Supportive Living for $1 per year and that it will be leased for 99 years in this project.  Further the County Board approves the actions of the DeKalb County Supportive Living Facility Not-for-Profit in adopting Amendments to the Articles of Incorporation; approving Bylaws for the regulation of the affairs of the Corporation and electing Veronica Casella, George Daugherty, Eileen Dubin, Nate Kloster, Ruth Ann Tobias and Richard Ubl as Directors of the Corporation.  The DeKalb County Board further directs its Chairman to perfect, and execute, pursuant to favorable legal review, any and all documents necessary to implement this project.

Passed   Tax Abatement Policy that Supersedes R2003-52:  The findings of the Economic Development Committee will supersede resolution #R2003-52 by stating that the committee oversees and makes recommendations on the County’s economic development efforts; that it recommends that the County continue to participate in the City of DeKalb’s tax abatement program; and that the County’s participation be limited in length to no more than 5 years per project and limited in amounts to up to 90% in the 1st full taxable  year, 80% in the 2nd full taxable year, 70% in the 3rd full taxable year, 60% in the 4th full taxable year, and 50% in the 5th full taxable year. The DeKalb County Clerk is directed to annotate Resolution R2003-52 as being superseded by this resolution.

Passed Local Agency Agreement for Federal Participation for Cherry Valley Road Bridge Replacement.  To enter into a Local Agency Agreement for Federal Participation for the Cherry Valley Road Bridge Replacement with the Illinois Department of Transportation (IDOT) in order to secure funding.  Funding is 80% Federal and 20% County funds for that portion of the construction associated with the bridge and approaches. Some additional turn-lane work will be completed at the same time and that work will be paid for using County funds.  The County’s portion of this entire project has been estimated at $426,902.00.

Anticipation of Township Bridge Funds.  South Grove Road District is requesting to use funds from the Township Bridge Program to pay for 80% of a project to replace a bridge on Esmond Road.  The County will upfront the funds to pay for this project and then be reimbursed by the State with the receipt of our annual Township Bridge allotment. The payback schedule will be approximately two years once the County is reimbursed for the Irene Road Bridge and Brickville Road Bridge.  The amount of this resolution is for $282,380.64.

Passed Resolution #R2007-79:  Preliminary Engineering Services Agreement for the Bridge over the South Branch of the Kishwaukee River.  To authorize a preliminary agreement for the complete bridge replacement of the current bridge located over the South Branch of the Kishwaukee River located on Five Points Road just north of IL Route 72 and the Village of Kingston, to Hutchison Engineering, Inc. in the amount of $233,000.00.  Hutchison Engineering, Inc., will prepare paperwork for sidewalk, curb and gutter and impact studies to be completed for this project, which is scheduled for FY-2011 and FY-2012, and requires the services of a Structural Engineer
