Band of the Potawatomi Nation and the County of DeKalb, Illinois. To approve
the Intergovernmental Agreement with the Prairie Band of the Potawatomi Nation
and the County of DeKalb, Illinois, and the County Board does direct its Chairman
to execute copies of the Agreement and the County Clerk to provide executed
copies to the Tribal Council of the Prairie Band of the Potawatomi Nation.

Intergovernmental Agreement regarding the City of DeKalb Well Site 15. To allow the City of DeKalb’s proposal to transfer zoning and
building authority from the County of DeKalb to the City of DeKalb. The City of DeKalb owns and operates a City well on property located on the east side of Nelson Road, approximately 970 feet north of State Route 38, in DeKalb Township. The
property is zoned A-1, Agricultural District. Because of the 0.2-acre parcel is a City facility DeKalb has proposed the Intergovernmental Agreement.

Spread on road (SOR) MFT Projects. To award the aggregate bids to Macklin, Inc. of Rochelle, Illinois, in the amount of $42,066.00 for 5,400 tons of aggregate surface course spread on road on Twombly Road in Malta Road District, and to Fisher Excavating, Inc., of Freeport, Illinois, in the amount of $18,725.00 for 2,500 tons of aggregate surface course spread on road on Bend and Sleepy Hollow Roads in Paw Paw Road District.

Jurisdictional Transfer of South First Street from
Afton Road District to DeKalb County. To allow South First Street from Gurler Road and proceeding southwesterly to Perry Road, a distance of 17,476 feet or 3.31 miles located in T.39 N.R.4E of the Third Principal Meridian, and with the
Department of Transportation approval, be transferred to DeKalb County and removed from the Afton Road District Road System.

Board of Review Compensation Plan. To adopt a
pay plan for the Board of Review which will pro-rate the annual salary to a daily
basis by paying 10% of the total compensation during the time period of May 1st
through October 31st, 80% of the total compensation from November 1st through
February 28th (29th), and 10% of the total compensation from March 1st through
April 30th. This will become effective for the Board of Review’s year which starts
May 1, 2008 and that to implement this new pay plan the salary for this first year
will be increased from $9,000 per member to $9,500 per member and future
increases will be determined in the Review year.

Authorization to Participate in the Prairie Shield

Bid Award for Hot Mix. To award the bid for
improvement on various roads in DeKalb County for hot mix projects for 2008 to
Curran Contracting Company of DeKalb, Illinois. The total amount of the award
equals $1,137,162.87.

Anticipation of Township Bridge Funds. Because
the full County Board awarded the Esmond Road Bridge Project during November
2007, the County will pay for this bridge out of County Funds and be reimbursed
by the State, a resolution is required to allow the county to be reimbursed as funds
become available to the County annually. This resolution, along with the resolution
passed by the County board during September 2007, will cover the contracted cost
of the bridge. The resolution is in the amount of $76,300.00 bringing the total
amount of anticipated funds fro this project to $358,680.00 representing 80% of
the total cost to build the bridge.

MFT Resolution for Perry Road Project. To
authorize the expenditure of MFT funds for work to be done on Perry Road from
Illinois 23 west to Waterman Road, during the month of July and the road will be
ground and the narrow concrete under the current surface broken up and relayed
in place. Then a binder course will be put down.

Facilities Policy to allow for any and all activities associated with the Sycamore,
Illinois Sesquicentennial to be held at the County facilities.

To Maintain County Services in Sycamore Until
2060. That it is the intention of the DeKalb County Board that the construction of
any new buildings for Judicial, Public Safety, and Administrative purposes will be
done on the Sycamore Campus in Downtown Sycamore and that it is anticipated
that services provided for those responsibilities will be provided on that campus at
least through the year 2060. That the County Administrator and the Deputy
County Administrator should actively pursue the expansion of said Sycamore
Campus by bringing to the County Board opportunities for the acquisition of
properties adjacent to and near the existing Sycamore Campus.

#2008-24:   Passed Landfill License Annual Renewal.  To recommend the renewal of a county permit to operate the DeKalb County Sanitary Landfill to Waste Management of Illinois for the period of May 1, 2008 to April 30, 2009.
#2008-25:   Passed Elected Officials Salary for the County Board.
#2008-26:   Passed Bid Award for Striping.   To authorize the bid award to the lowest bidder, Preform Traffic Control of Elk Grove, Illinois for pavement striping of various roads in DeKalb County and Road District, in the amount of $273,573.00.
#2008-27:   Passed Bid Award for a New Pick-Up.   To award the bid for one (1) new ¾ ton 4x4, extended cab long box pick-up truck, as specified, to the lowest bidder, Mike Mooney, Inc., of DeKalb, Illinois, in the amount of $21,085.96.
#2008-28:   Passed MFT for Seal Coat Projects.  To authorize the County to use MFT funds to pay for portions of this year’s seal coat projects.
